In the wealthy village of Scarsdale a man and his wife have been busted by the New York City Drug Enforcement Agency. Investigators believe the pair have operated a prescription drug-running business that poured out at least $75,000,000 in narcotics, to be sold on the city streets, for more than 5 years.
Doctor Rogelio Lucas, age 77 and his wife Lydia, age 79, were taken into custody at their New York City apartment and charged with three-dozen counts of Illegal Prescription Drug Sales and Conspiracy. Their arrests followed a long-running investigation by the NYPD; the Prosecutor’s Narcotics Investigation Unit and the DEA.
When federal and state agents raided the clinic and home, they discovered more than $600,000.
Detectives found that Lucas wrote about 25,000 narcotic prescriptions for pills that – when sold by his four dozen street dealers – would have a street value of at least $75,000,000.
In a statement, Police Commissioner William Bratton credited the numerous law enforcement agencies that worked together to take down the Lucas’ pill mill.

He then emigrated to the U.S. and learned – as so many other foreign-born physicians do – that the American healthcare system is ripe for the picking, with no true doctor oversight. When it comes to criminal immigrant doctors, the U.S. government gets exactly what it deserves.
